Two East Marsh HMO Proposals Refused After Review

Two proposals to establish HMO use on Wellington Street and Stanley Street have today been refused, following detailed review.

Your local Liberal Democrat councillors, Cllr Steve Beasant and Cllr Nicola Aisthorpe, raised concerns after residents highlighted the growing impact HMOs can have on residential streets, including pressure on parking, increased noise, and changes to the character of the area.

As part of the process, the applications were reviewed in detail due to concerns around whether the necessary legal requirements had been met, including evidence of lawful use. Following this, the panel, including Cllr Loyd Emmerson, refused both applications.

This is a clear outcome, and the right one for residents.

Throughout, we worked to ensure residents’ concerns were properly heard and considered. These cases show the importance of robust scrutiny and making sure applications meet the required standards before any change is approved.

We remain clear that development must be appropriate for the area, supported by proper evidence, and carefully managed. A concentration of HMOs, without the right controls, can place pressure on local services and affect the balance of neighbourhoods.

We will continue to push for stronger planning oversight, consistent enforcement, and a clear strategy to manage HMOs across the borough.

East Marsh deserves careful, considered development, not unchecked change.
